Kindly help, i find error 80048820 every time i sign-in

There are a few reasons as to why this error occurs:
<ol>
<li>The system clock may be set incorrectly</li>
<li>The Dynamic Link Library (DLL) softpub.dll, may not be registered on the system</li>
<li>Internet Explorer may be using an invalid proxy server</li>
To fix try this:
Double click on the clock in the task bar and make sure the system clock is set correctly
Register softpub.dll using the regsvr32.exe tool
</ol><ol>
<li>Click Start, and then click Run</li>
<li>In the Open box, type regsvr32 softpub.dll and then click OK</li>
<li>Restart MSN Messenger</li>
</ol>
Remove any Internet Explorer proxy server settings
<ol>
<li>In Internet Explorer, click Tools and then click Internet Options</li>
<li>In the Internet Options dialog box, go to the Connections tab</li>
<li>Click LAN Settings</li>
<li>Un-tick the Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections) check box</li>
<li>Click OK and OK again Internet Options</li>

I want to change the language of my Windows Live Messenger. When I downloaded it, it started up as chinese, and all the menu and everything is chinese, but I want it english. Please help me!!

Uninstall, go here and select your language again. Don't select Chinese this time!
